Some disgruntled officers have started a smear campaign against association for their vested interests which are known to everybody. However, to clear any mis- information, it is clarified as under:
1 Executive committee in its meeting held at Patiala on 8.2.14 resolved to authorise the Office bearers to take all means to undone the violation of TPA. The office bearers, subsequently, approve the various agitation programmes in Feb 14 to June 14 including approval of Advance of Rs. 7.5 lac to Er. Gurnek Singh to help him for going for legal remedy. Subsequently, all regions endorsed the view of executive and even 24 CE's who came to Association Home on 24.2.14 endorsed this view. Office Bearers also decided to collect funds for agitation to avoid any dip in funds. The targets were given to each executive member for collection of funds in his region in shape of advertisements to be published in subsequent magazines. These collected funds were used for funding the agitation. The executive in its meeting held on 9.8.14 approved the audited balance sheet for year 2013-14 ( audited by CA appointed by Executive) which contain every detail of funds collected and funds spent including that on legal recourse. The income tax return of PSEBEA was filled and is with available with IT department.
It is clear from above, that your association did not hide anything and even this thing has been in Public domain ( Report of CA dt. 29.7.14, IT return filed on 30.7.14 and audited balance sheet put in Executive meeting on 9.8.14) while these disgruntled persons starts raising this question after dismissal of court case on 9.10.14.
It is pertinent to mention here that monthly contribution of Rs 250 by members is towards PSEBEA benevolent fund which is exclusively used for the well fare of the Engineers as per constitution of PSEBEA Benevolent Fund and is totally different from PSEBEA funds. The audited Balance sheet of the same was also circulated in the same executive meeting dated 9.8.14 and IT return of the same is filled separately.
2 It is intimated in last executive meeting that PSEBEA has funded only two petitions in PSERC costing Rs. 5000 each on Functional re-organisation and Out sourcing of Spot billing which association has taken up with PSPCL management for last 2 years without any tangible results. These are yet to be decided by PSERC. Other petitions are filled by Er. Padamjit Singh from his own funds, which relates to non payment of subsidy and its interest for cause of PSPCL, which can be checked from PSERC site.
3 Regarding Patiala regional meeting, it is intimated that 147 members were present and the contention of stage secretary that expelled member cannot participate in the meeting, is as per constitution. The photographs of the meeting are there on web for everybody to see and the 147 members present are there in PSPCL which can be asked what happened in that meeting. Three members are suspended pending explanation for which Zonal committee of that region has recommended for reasons stated in letters available on Web.
4 Regarding AGM and election, as per clause 14 of constitution of PSEB EA, the minimum tenure of executive is 2 years extendable to 3 years and elections are to be held before three years. As per precedence, executive committee in its meeting held on 23.6.14 extended the tenure by one year to June 15. So, elections will be held before the expiry of term as per constitution which has started in June 2012.
