Haryana engineers demand white paper on proposed merger of Discoms

Haryana Power Engineers Association has demanded a white paper on the proposed merger of two Discoms.
R S Dahiya President of Association said state government must spell out clearly aims and objects behind the proposed merger of Uttar Haryana and Dakshin Haryana Bijli Vitran Nigams. The appointment of one official for all the top 4 posts seems to be first step in that direction. While deciding the merger the government must take all the stake holders including employees and consumers in to confidence. The service conditions of engineers and employees must be protected. The restructuring of Discoms which has been pending since trifurcation must be carried out immediately as the work load has increased manifold making the distribution system unmanageable.
The executive committee discussed the various problems faced by engineers in today’s meeting. The pensionary benefits to retirees are not being released in time bound manner. The engineers who have been suspended without any charge sheet for the last six months should be reinstated immediately. There must be separate authorities who decide the charge sheet and appellate authority. The victimization of office bearers of Association should be vacated by management and all transfer and posting must be done as per transfer policy.
The Association urged the government to take up the renovation of first four units of Panipat thermal plant departmentally on priority basis while work of Panipat Units 9, 10 is taken up by HPGL.
The allotment of coal for third unit at Yamuna Nagar thermal and proposed Gas power station at Faridabad needs to be taken up with the concerned Ministry for early execution of these projects. HPGCL engineers informed that the rotor of unit 2 has been received at Yamunanagar after balancing. The engineers hoped to restart the unit within one month.
The regular technical staff must be deployed at grid sub-stations of HVPN after training as per the Grid Code. The work should not be entrusted to casual workers which can harm the costly equipment. For grid sub stations and Transmission lines the staffing pattern of BBMB needs to be adopted
