All India Power Engineers Federation (AIPEF) intends to lodge a formal complaint before the Central Vigilance Commission regarding the illegal extension given to Chief Engineer Transmission in Beas Bhakra Management Board (BBMB).
AIPEF in a letter to Secretary Power and others has contended that illegal extension has been given to V K Gupta Chief Engineer after superannuation. A police case was registered at Jagadhari on May 19 last year against the officer for carrying official material to his under construction house in 2011. The sanction for prosecution was denied by the BBMB. Chairman BBMB knew about the pending FIR and despite this he recommended an extension of 1 year beyond superannuation.
It may be added that rules forbid such extensions to superannuated.-The employees in BBMB are on simple posting from their parent department. All the of employees are decided by the parent department and not by BBMB.
In the Haryana civil service rules there is the provision to permit extension beyond his retirement age. The power utility did not endorse the recommendation of BBMB Chairman. While the engineers in Haryana are frustrated and resentful as this extension has caused a blockage of promotion avenues and increase in stagnation, the engineers in BBMB are utterly scandalized at the way Chairman BBMB had patronized a CE by flouting the rules.
AIPEF considers this a rare instance whereby an engineer on the basis of his Tantrik skills has succeeded in getting an extension as Chief Engineer by trampling upon the rules and succeeded in manipulating the authorities that mattered. A thorough probe has been demanded in this case
