All India Power Engineers Federation has demanded an enquiry into the circumstances under which the chairman of Bhakra Beas Management Board had recommended extension of one year to chief engineer transmission, BBMB.
AIPEF Chairman Padamjit Singh in a letter to Prime Minister and Power ministry has alleged that BBMB chairman had flouted the rules while recommending the extension to chief engineer transmission from Haryana. In this case, BBMB chairman recommended a person whose technical expertise was lacking and further violated the norms of Department of Personnel as well as the policy of Prime Minister which debars extensions to the superannuated.
Normally in exceptional conditions, a serving official can be given re-employment after retiring on an ex-cadre post and not an extension in service beyond the age of superannuation on a cadre post as it was against the rule of civil service.
The proposal was sent by the BBMB chairman BBMB to Uttar Haryana Bidhyut Vitran Nigam which recorded that “There is no provision in the rules for extension in service beyond the age of superannuation viz 58 years.” Nevertheless, the case was sent to Haryana Chief Minister who approved the extension for one year keeping in view the recommendation forwarded by the him (the chairman).
The AIPEF has sought the immediate intervention of the Prime Minister as well as the Power minister since BBMB is administratively under the Union Power Ministry.
