Appellate Tribunal allows partial relief for HPGCL

The Appellate Tribunal of Electricity has given some relief to Haryana Power Generation Corporation Ltd. (HPGCL), and has directed Haryana Electricity Regulatory Commission (HERC) to make revisions wherever necessary.

THE APPELLATE Tribunal for Electricity has allowed partial relief to the Haryana Power Generation Corporation Ltd. (HPGCL) on its appeal against Haryana Electricity Regulatory Commission (HERC) order approving the tariff for generation and sale for 2011-12 to Haryana Discoms.
HPGCL had raised the claim of plant load factor, auxiliary consumption, and station heat rate, transit loss of coal operation and maintenance expenses and return on equity as allowed by HERC. Appellate Tribunal for Electricity in its order of May 15 said that HERC ought to have allowed auxiliary consumption in accordance with its own tariff regulations 2008 in respect of Panipat thermal plant unit 7 & 8 and Yamuna Nagar thermal plant unit 1 & 2.
In case of station heat rate HERC has deviated from its own regulations without giving any reason. HERC evaluated the station heat rate of Yamuna Nagar and Khedar thermal plants from designed heat rate multiplying it with deterioration factor as per CERC regulations without giving any reason. The tribunal allowed station heat rate as per HERC regulations 2008.
The station heat rate is one of the most important parameters which reflect on the efficiency of thermal power station. All out efforts ought to be made to operate thermal stations as close to designed heat rate as possible.
The claims of HPGCL regarding plant load factor, transit coal loss and higher operation and maintenance expenditure were not entertained by the Tribunal.
