Administrative chaos in the Haryana Power Utilities are adversely affecting the working at all levels , alleged All India Power Engineers Federation(AIPEF).

.AIPEF in a letter to Union Power Minister and Chief Minister Haryana has brought in to focus the holding of multiple charges and short tenures of Managing Directors of power utilities. The Managing Directors of power utilities are having extremely short and uncertain tenures leading to a non-stabilized approach towards the administration.

AIPEF has demanded that top Managers of power utilities should not be given multiple charges and posted with a fixed tenure of 2-3 years or more as per Shunglu Panel report..

The Chairman of the Power Utilities was a retired Major General. When his term expired several years ago, the new Chairman was not appointed and instead the dual charge was given to the Financial Commissioner(Power), who is also FC Revenue.

The post of MD, Dakshin Haryana was held on a dual charge basis by the MD of the HPGCL . The MD of the HPGCL himself has proceeded on training which is the privilege of IAS bureaucrats which has caused a vacuum in both the companies.

Now, the post of MD Dakshin Discom has been given on dual charge basis to some official in Hisar. The post of MD HPGCL has been given on dual charge to the MD of HVPN . The MD of Uttar Haryana Discom is working on daily wage basis as he is on the verge of deputation to Centre and can be shifted at any moment.

In case of HPGCL the administrative chaos at the top levels has created havoc. While major faults are occurring at Yamuna Nagar and Hisar thermal plants, the HPGCL management is incapable of managing the crisis.

While the Yamuna Nagar Unit-2 suffered a disaster on 25.9.2011 when its turbine rotor got damaged, the repair order could be placed only as late as Jan-2012 which has caused precious waste of time and loss of generation. While the Yamuna Nagar unit 1 suffered a worse disaster on 31.3.2012 when the turbine blades failed, the remedial line of action is nowhere in existence.

The 600 MW unit-1 at Hisar tripped out on April 28 on turbine vibrations and so far no action has been taken to open up the turbine and repair the fault. HPGCL is waiting for the arrival of Chinese officials to open the turbine in their presence.
