11 DHBVN engineers/ officials from Faridabad suspended

CHANDIGARH : In a first initiative of its kind, the authorities in Dakshin Haryana Bijli Vitran Nigam (DHBVN) on Wednesday placed under suspension.11 officials construction circle of Faridabad who include a superintending engineer and two executive engineers (XENs) for allegedly conniving with civil contractor to dupe the company.
Besides Vipon Chanda, the SE construction circle of Faridabad, T C Kansal and M L Rohilla, the XENs others placed under suspension include two assistant engineers (AEs) namely V S Sharma and Hanuman Datt, four junior engineers (JEs) namely Badan Singh, A K Singla, Manish Wadhwa and Rajesh Mudgal and two administrative staffers namely Mange Ram, the divisional accountant and Vikram Singh, the SSA incharge.
The action has been taken on the complaint of contractor, who too was an active part of the nexus. We have recommended strict action against all these officials. So far as contractor is concerned, we are in the process of taking action in accordance of relevant sections of law,'' Mohammad Shayeen, the managing director of DHVBN said.
Sources informed that the action was taken on the recommendation and report submitted by the four-member committee comprised of R K Soda, SE (headquarters) S S Yadav, XEN and two account officers on the complaint by contractor.
In a report submitted to MD, the DHBVN committee informed that the contractor in connivance with officers not only used the sub-standard material in construction, but also claimed amount from DHBVN by producing fake bills as well manipulating with the materials used in construction.
The committee found that there existed a nexus between officials of the Nigam and contractors, which resulted in quoting of rates in pool causing loss to the Nigam, misappropriation of material drawn from stores, wrong measurements, wrong certifications and undue directions to release the withheld payments,'' a release issued by DHBVN said.
As long as contractor's misdeeds were not disturbed or reported he was happy. He not only misappropriated the material at site, but also produced false bills against the material which was never supplied by him. He was involved in a criminal nexus with the Nigam officials and brought financial loss to it, the release added.
