AIPEF demands filling of Directors post in Haryana power utilities
V K Gupta
All India Power Engineers Federation has demanded timely filling of vacant posts of Directors in power utilities of Haryana.
AIPEF HAS written a letter to the Chief Minister of Haryana that one post of Director is lying vacant in DHBVN since June 2011, and this has not been filled till date. Further, three directors are due to retire on 30-9-2011. Hence, as on October 1, there would be a total of 4 posts of directors lying vacant.
Share Considering that the power sector is extremely vital and crucial for the state economy as a whole, it is necessary that the selection of directors should be ensured in advance so that immediately on creation of vacancy, the newly selected incumbent can be appointed.
In case the selection procedure is initiated after the retirement of a director, it would take several months for which period the post would remain vacant, which is not good for the functioning of the concerned utility. Ideally, the post of director must not be left vacant for even a single day.
The appointee director should have at least one year before his superannuation and in case a Chief Engineer is nearing retirement and his junior gets promoted as Director, the government can give that Chief Engineer the rank of Engineer-in-Chief while the selection of director may be made so that the engineer so selected has at least one year tenure to function as director. Further, the age limit of 58 years is required to be strictly implemented and the practice of giving extension beyond 58 is to be avoided. Moreover, the selection process must be started six months in advance.
