Central Vigilance Commission questions the appointment of Biswas as DVC Chairman

NEW DELHI: Central Vigilance Commission (CVC) has questioned the appointment of S. Biswas as Chairman of Damodar Valley Corporation (DVC) by Ministry of Power without vigilance clearance.
It is not understood that how the power ministry processed the appointment of S Biswas as DVC chairman without the vigilance clearance from the commission. K S Amasuban Secretary CVC has written D O letter to HS Brahma Secretary Power on October 20 ,the copy of letter is available with this correspondent .
The letter mentions that it is understood that S Biswas has already joined as DVC Chairman. It further points out that Commission had already advised disciplinary action Biswas in one case to your office and disciplinary action is also being proposed in two more cases and is being communicated separately. The letter further requests Power Ministry to revisit the decision.
CVC has not given vigilance clearance in respect of S. Biswas in connection with his appointment as chairman, DVC. This information has been received by All India Power Engineers Federation(AIPEF) under RTI act .
Ministry of Power issued the appointment order of S. Biswas as chairman DVC on August 10 this year up to May 21, 2011 or till his retirement or until further orders, whichever is earliest.
Ministry of Power had sought the clearance from CVC on April 21 and it has been established that despite the lapse of nearly 6 months the clearance was not given by CVC, and despite this Power Ministry went ahead to issue the appointment order of Chairman DVC.
Padamjit Singh Chairman AIPEF in a letter to Government of India to examine as to how the appointment letter was issued without vigilance clearance. The Government must have been aware of serious vigilance cases pending in DVC pertaining to the period when S. Biswas was secretary DVC (and Chief Executive) as well as financial advisor AIPEF has stated further that earlier Government had issued the appointment order of S. Pandey Principal secretary to CM Rajasthan as chairman DVC on July 7 but t Govt. of Rajasthan declined to spare his services
