CERC issues notice to HVPNL for non-payment of Rs. 23 crore

CHANDIGARH: Central Electricity Regulatory Commission has issued show cause notice to Haryana Vidyut Prasaran Nigam Limited (HVPNL) for default in payment of Rs. 23 crores for over drawing from the northern grid.
According to CERC regulations 2009 and grid code Haryana power utility HVPNL has consistently defaulted in making payments and settling unscheduled interchange charges (UI) account from July 2009 onwards.
According to CERC orders all payments for UI charges including the additional UI charge shall be made to the “Unscheduled Interchange Pool Account Fund” within 10 days of issue of notice by regional load dispatch center. If any payments for the UI charges on the Additional Unscheduled Interchange Charge are delayed by more than two days, simple interest @0.04% for each day of delay shall be payable
According to CERC notice HVPNL is to pay more than Rs 23 crore was payable towards UI charges as on September 30 as per statutory provisions. Non-payment of UI charges amounts to extracting energy from the grid without paying for it,
As per order HVPNL was to make payment of Rs. 5.96 crores at the end of July, 19.83 crores at the end of August and Rs. 23.55 crore at the end of September this year. The next date of hearing is November 27.
