Penalty for over drawl during low frequancy period

New Delhi: Central Electricity Regulatory Commission (CERC) has slapped a penalty of Rs 2.57 crore on Uttar Pradesh Power Corporation Limited (UPPCL).
UPPCL had failed to give a satisfactory explanation for 257 instances of violating grid guidelines over the period April 13, 2009 to May 10, 2009.
Chief Engineer had informed the commission that he had little control on over drawl from grid when the system frequency goes below 49.2 Hz. He has to obey the directions of higher officers in state Government and in his own department.
The commission observed that since there is no written order from his superiors or state government it can not issue notice to the state government .In view of this UPPCL was found to be in violation of the provision of the Indian Electricity Grid Code (IEGC) that requires state utilities to undertake manual load shedding for preventing the overdraw of electricity when the grid frequency drops below 49.2 Hz.
CERC has imposed penalties on the utility, as per Section 142 of the Electricity Act, 2003. The penalty amount is due to be deposited by UPPCL by August 31, 2009.
