CERC proposes to levy personal penalty on Chairman PSTCL

Central Electricity Regulatory Commission (CERC) has issued showcause notice to Anurag Aggarwal, Chairman Punjab State Transmission Corporation and R K Sharma, Chief Engineer SLDC asking why penalty should not be imposed and penalty recovered from their salary for contraventions of provisions of grid code and non- compliance of commissions order.
CERC HAD earlier issued clear instructions to curb power overdrawing and to comply with the directions of northern load dispatch center. During the course of hearing on August 18, Chief Engineer SLDC submitted that whenever any message was received from NRLDC the instructions were issued to Distribution Company to reduce the load.
He further said that Distribution Company was not complying with the instructions and utility should be made a party before CERC. NRLDC clarified that Punjab has been overdrawing even before grid failure.
CERC observed that Chief Engineer SLDC has not denied overdrawing from the grid or non- compliance of NRLDC directions. It is the responsibility of officer-in-charge of transmission utility to ensure that SLDC discharges its functions and complies with the directions of NRLDC.
